DIBELS 8 screening, FAST and the grade 3 rule in Orange County

  • Orange County Public Schools screens every student in kindergarten to grade 3 with DIBELS 8, and VPK to grade 1 also take FAST Star Early Literacy three times a year. In grade 3, scoring below the 20th percentile early or midway through the year can flag a reading deficiency.
  • Elementary schools teach reading in a block of at least 90 minutes a day using McGraw-Hill Wonders, and middle schools use Amplify ELA. Students who need more help get small-group intervention, such as Lexia Core5, Reading Plus or SIPPS, in sessions of at least 30 minutes.
  • From grade 3 to grade 10, students take FAST ELA Reading on computer three times a year. In 2026-27 the final window runs from May 3 to May 28, 2027, and only that test counts for school accountability.
  • Florida law requires a Level 2 or higher on the grade 3 reading test to move on to grade 4, unless a good cause exemption applies. OCPS runs a 15-day summer reading camp in June for third graders who have not met it.

A tutor can strengthen the early skills DIBELS 8 checks, such as hearing sounds in words, decoding and fluent reading, and the comprehension FAST ELA Reading tests. Sessions can follow the Wonders units your child is working on in class.

How does Orange County Public Schools decide a child has a reading deficiency?

In kindergarten to grade 3, OCPS combines screening such as DIBELS 8 with progress monitoring and teacher observation. For example, a kindergarten to grade 2 student scoring below the 10th percentile, or a grade 3 student below the 20th percentile at the beginning or middle of the year, can be identified, and Florida law requires the school to tell parents in writing. A tutor can add one-to-one practice on the skills the school's reports flag.
